Request to kindly let me know if a relieving letter can be issued to the employee (based in Bangalore) who has resigned from the branch office in Bangalore, where the appointment letter is issued by the Head Office in Delhi.

Obviously, in most companies, employees are moved from one place to another based on requirements. Depending on the company policy, a relieving letter can be issued on the company letterhead with the authorized signatory and the company seal, regardless of where the offer letter was originally issued.
