I am in the process of making an organizational chart for a Waste Management company. Though I have all the designations in mind, I am slightly confused about who should report to whom. Below are the details of the available job types. If anyone can help me in terms of creating a reporting structure, that would be really helpful.
- General Manager
- Deputy General Manager (Mainly responsible for Operations)
- GM Secretary
- HR
- Finance
- Operations
- Customer Service linked with operations work
- Internal Auditor
- ISO
- IT (we are not heavily focused on IT)
- Corporate Communication
- Technical Workshop with mechanics, drivers, and all
- Admin department (which I assume will report to HR)
- Business Development
- Document Controller
- PRO
- Health and Safety Officer
All the highlighted positions directly report to the General Manager. The Deputy General Manager will be primarily responsible for operations as it is the backbone of our company.
Kindly suggest where I can fit the rest of the designations. I mean, who should report to whom?

I understand, Mr. Narendra, the problem is ours is a joint venture, and no one else has the real-time for us. So it's only my General Manager who guides us with regard to this. However, he is extremely busy as a persona and has left all these things completely to my description, with which I don't want to do any injustice.

I can understand the situation. People from the top management seem to be always busy. But the org chart has to be finalized by them with their involvement.
Anyhow, can you just send me the current reporting system of your organization, i.e., who is reporting to GM and who is reporting to DGM? Take some time and send the info.

Thank you, Mr. Swarna, for your help. I am sending you the current reporting chart; however, I need to make some changes to it and add a few more designations. Like any other thread, I do not want to prolong this discussion too much and trouble busy people. Therefore, I have started making my own chart according to our requirements. I will definitely send you a copy of the same to get your feedback. Once again, thanks for your efforts.

Your OC is fine, but I have one doubt. The HSE person should report to the Operation head, which is most important to improve the safety culture. You shouldn't place him under HR/Admin.
Can you provide your LTIFR?

In my opinion, HSE may be under operations. Also, kindly look into the Biz development, which can be utilized in another department rather than Corporate Communication. As I don't have a clear idea of your way of working, I am proposing this to you, Sunita.

My heartiest thanks to everybody who has taken out their precious time to go through my problems. I, however, have certain plans which I would like to share with you all. Please correct me if I am wrong.
We are operational on a scale of 1.5K employees and are a labor-oriented company. We are taking care of the waste management of an entire city, which is rated as one of the top 5 cleanest cities in the world (so you can understand how much we work).
Now, the DGM will basically be responsible for operations, which is the backbone of our company. The rest of the departments should report to the GM as the enablers. I was thinking of putting IT and Quality directly under the GM as I do not have much expertise in IT. Secondly, IT is the enabler which I feel can either bloom or destroy the company, a very critical division. (You see, an IT guy can go through anybody's system and personal mails in the company if he wishes to.) Also, Business Development can report to Corp Comm because the job profile of Corp Comm is to initiate public awareness programs, hold press conferences, etc. So, I think it's better if the BD reports to Corp Comm.
Regarding the rest, I am still trying to work out. Please see if anyone can suggest anything in this regard.

As you have rightly said, BD can be included under Corp Comm, and IT can be under GM. Whereas, quality is also an important aspect to be taken care of under Operations; hence, I suggest including that under DGM - OPS. Just think!
