As per minimum wages it includes Basic + DA +HRA. HRA has been dropped in new labor codes. Therefore, there is no harm to pay HRA to casual worker.
Moreover, there are States - Maharashtra, Gujrata & WB have state House rent Allowance Act where minimum 5% HRA of Basic & DA has to be paid.
