Hi,
The employee is definitely eligible for PF withdrawal as long as the company has deducted his PF and deposited the same with in his PF account. You must provide him PF Withdrawal Form no 10 C and a copy of his PF deduction and deposit statement - Form 3A.
The employee has to fill in the form, attach his identity and address proof and a copy of his bank pass book / bank statement, all self attested. You must then get the form signed by your company's authorized signatory and the employee can then submit the documents to the PF office for withdrawal.

Yes,He is eligible to withdraw PF in my opinion but he must wait for form-19 submission at least 60 days after leaving the organization and must enclose form 15-G also with form -19.
