There is a procedure for PF withdrawal, where employer signature is not necessary. This is a recent step taken by Honble GOI.
First go through this link for mre information

Please approach the nearest PF office who will help you. If you know the PF number that is enough. You can get the information
in PF office. I suggest you not to withdraw the PF amount as I think you have worked in the company for considerable years.
It is better you transfer the PF amount to your newly joining company which will help you accumulate your PF. In addition,
if you complete 10 years of service, you are eligible for pension. If you withdraw PF now you have to start contributing
PF afresh losing considerable service which will not be counted for Pension.
Hence I suggest you to continue your PF by giving your PF number to your new company and enjoy benefits like Pension,
Insurance and Pension to family after death.
Thank you,

Yes, D Subbarao- you are right. As per new announcement, for PF withdrawal attestation of employer is no longer required. However your KYC must be updated with the previous employer, else you need to submit 3-4 documents in support of your identity and genuineness. regards
