as per your query your organization is eligible to coverage because enforcement officer count 20 employee wether few worker do their job through contractor it does not matter 20 employee are working in your premises that is important PF Act says for pf coverage if piece rate, daily wages, through agency all staff will be counted for pf coverage.
this is fact.

Thanks to all of you for your valuable feedback.
I would like to ask Mr. Hrkpati that after getting registered with PF Department. Hows it possible not to deduct contribute PF. We need to submit Form -11 on the behalf of all employees.
Is this possible?
One thing, i would like to ask Mr. Murthy that while filling Performa for Coverage for PF Registration, we should not mention that contract employee name. Right? So should i mention employment strength 19 or 20.

Would like to ask one more thing, while filling Performa for coverage should i fill 19 or 20 no. in answering point no.-5 employment strength?
I had written 19+1 (contract employee).
If 20 then i should add his details also in point no. -12 asking for employee details like name, father's name.
Please clarify.

Hi,
Rs. 6,500/- is the limt for deducting PF. That means, for below Rs. 6,500/- employee only need to deduct and to contribute. This the is interpretation of the PF Act. Once started with more than Rs. 6,500/- salary, you need not to go for PH . Observe the ESI Act, once Rs. 15,000 is crossed you can stop the same in the next quarter. But in PF Act , on PF started it should be continued.
