Pl.note all such important Notices always should be sent to the concerned at the last known address ONLY by RPAD or speed post. In such situation courier will not work.
Also one copy shall be sent by Ordinary post (and/or email/SMS/MMS) though you will not have a proof of posting it as an addl record of making use of all possible modes of communication.
