Which method are you using for appraisal, closed or the panel method? First of all, categorize them into Prof/Asst Prof/Lecturers & non-teaching. Fix a slab for all 4 categories. Analyze their job. If they are active in paper presentations, R&D, give them a perk, appreciate by notifying them in a gathering.
