I think you must first understand the business objectives, what functions a company wants to have within the system, and how these functions will be linked to each other. Also, consider how much manpower cost the company wants to incur. A discussion is required to be carried out with the authority person regarding their expectations for the turnover per person.
A recruitment calendar should be prepared for the first half and second half, with a budget allocated for each position, and job descriptions (JD) must be prepared. Additionally, functional SOPs must be created so that the flow of work is clear to both the employer and the employees. Following this, policies need to be designed.
