I received an email today from the Senior Manager of the HR department. I have been selected and am required to deposit 8500 INR for the interview at Tata Motors, which is refundable. Is it true that Tata Motors charges money to conduct interviews for Management Level positions?
I hold a B.Tech in I.T and am currently pursuing a PGDM in Marketing and I.T, in the 4th semester, with 3.9 years of experience in the SEO field. Please find the attachment for your reference.

There are many more companies whose brand names have been used by such unscrupulous people for fraudulent activities. Please ignore them. Videocon never mailed any candidate such emails. It was a scam. You would further find Royal Hotels and British Petroleum with such job offers in lieu of money. Please ignore them all.
The best way to detect them is to check the email ID. Any official mail would always have official email IDs. Whereas these scams will have IDs as used in the email you shared - company@generic domain.
Had this communication been sent to you by the Tata Motors Manager, it would have been the manager's name@tatamotors.com or some official domain like that. When these emails used Gmail, Yahoo, or any other private domain other than the official domain, please ignore them. Please do spread this awareness.

If you feel that any of such emails are suspicious, click on the "Show Original" or "Show Full Header" tabs in that email. In that document, search for "Originating-IP" where you will find the following type of "[123.123.123.123]" digit string. This is the Physical Address of the computer from which the said email was sent.
Now, on the Google website, type ip2location and go to that website. Enter the digit string in the given IP Address space. Click "Find Location".
You can now obtain the computer's Physical Address, such as the Country's Name, Region, and City, for free, so you can check it anytime. With the help of the Physical address, you may verify these types of emails.

As (Cite Contribution) mentioned, all these mails are a scam. There are some consultancies which are fraudulent and are engaging in these activities solely to make quick money. They even possess forged offer letters from various companies.
My recruitment team encountered such a situation when a candidate presented an offer letter from our company, supposedly signed by our recruitment manager. Upon investigation, we discovered that the letter was a counterfeit of the original document and was purchased by the candidate for Rs. 5000 from an individual sitting in a car.
Therefore, it is advised to completely avoid such emails. Tata Motors is already aware of these fraudulent activities and is pursuing legal actions against those involved.

I also agree with the seniors. I always receive such fake emails from Nissan Motors, Maruti Suzuki, L&T, Ashok Leyland. They always demand payment to be made to the account number provided by them. Such emails are always in Word format with logos copied and pasted. Please ignore them. Do not follow the procedures mentioned and do not share any of your information.
