Seeking Suggestions on Denying Salary Increments

I work in the hospital industry, where we have a system of providing compulsory annual increments in salary. I am seeking suggestions on the grounds or parameters that can be used to deny the due increment.

Is there something in your Employment Contract/HR Manual that states an increment is "compulsory"? Do you have a system of performance appraisals? If not, then increments are at the sole discretion of the management based on the performance of the individual, financial performance/status of the company, etc.

My understanding may be wrong, but in the private sector, increments are not a matter of right, but more a case of mutual understanding.
