Were there any innovative measures introduced and how can one delink performance appraisals with Financial Increments?

The performance appraisal remained the same, it is continuing as e-pms. Reckoning the abnormal times, the targets were scaled down during the periodic reviews, and hence it is not posing many problems in the final evaluation.
As regards delinking increments from PA, then follow the Government type of Rule where the increment is a defined amount and is drawn as a matter of course unless it is withheld as a result of an order to this effect. So here, by default all are entitled to the standard increment specified in the pay scale on the date and the same is drawn automatically and for withholding it order has to be there.
