Dear Ratti Wahal,
The penalty for non-registration in Haryana is provided under section 13(6) of the Punjab Shops & Commercial Act, 1958, as applicable to the State of Haryana. The section reads as follows:
Section 13(6): In the case of contravention of or failure to comply with the provisions of this section, the employer shall, on conviction, be subject to a fine not less than one thousand rupees but not exceeding three thousand rupees, along with the prescribed registration or renewal fee, as applicable.
For other penal provisions, you may refer to sections 20(5), 20(6), 21(2), and 26 of this Act. Books on this Act and rules are available in the market through book sellers that maintain records relating to the Factories Act.
