This is my first post. Please, I do expect a reply. What is the importance of recruiting people through HR, once it can be done by any concerning person who has the requirement or has sent the requisite of his/her department?

Why does recruitment need to be done through HR? This is a query I faced a couple of times at the beginning of my career, but now I am clear with the answer that hiring is a continuous process, and HODs have been hired for the business of the company, not for hiring. If a department head starts building a department, the probability of groupism will increase to a great extent. Being in HR, we ensure fairness in recruitment. We are taught to hire talent, but HODs will hire a person of their choice or reference. Searching for the right person for the job will require a lot of their productive time, and their work efficiency will decrease significantly.
I feel that I am able to address at least 10% of your query. I welcome other friends on board as well to share their opinions on this.

Recruitment needs to be done through HR because department heads only check the knowledge of the candidate. HR, on the other hand, can evaluate a person's personality, attitude, suitability for the company environment, negotiation skills, and many other things. As Sujeet said, Heads of Departments have been hired for the business of the company, not for hiring. HR, on the other hand, has been hired to create and maintain a congenial environment in the company by hiring the best-suited individuals in terms of both knowledge and attitude.
