I must say that you have done a great job by listing all the necessary information that the management needs from HR and also what they need to focus on as finally HR is a business partner, not the full owner :-)
You could have also suggested some recruitment bonuses for the recruiters or perks or something that motivates the recruiters as they also need motivation. But all in all, great work, and you deserve the appreciation.
