Designation and Department Responsibilities

What is your designation? In what department do you work? To whom do you report? When it comes to "Company Development," it is the top management that is responsible for that. Therefore, it would not be fair to jump to their level.

Adding Value in HR

If you are working in HR, you can add value by introducing performance measures at various levels. These could be at the organization's level, at the department's level, and at the individual level. It is these measures that will bring out the real worth of HODs, their departments, and individuals too.
