Query : How a HR should proceed when a new joinee says that he was getting his salary in cash in his previous company and that's , why he is not having pay slip . Although, we will sent verification form to his last company.

1) If at all employee is getting the salary by hand then ask the employee to get the salary certificate
2) Do you have any grade system for the particular position which pertains to the position, experience, skills that he/she possess? then you can fix the wages based on the slab for particular grade.

How you have asked him to join before clearing up all the searches re: pay package scrutiny, check up with last employer etc.? Don't you think that now since he has already joined the organization, the things are little-bit difficult? You must have given him an appointment letter. Now, suppose, the search with his previous employer reveals otherwise than what he claims; what will be your PLAN OF ACTION?
Anyway, now since he has already joined; ask his Dept. Head to have a closer watch on him for some period, as a precaution. And in future strictly observe recruitment steps.
