I am a contractor for the Indian Navy. I have been participating in all types of tenders. I have no labor of my own. Can I participate in the tender for cleaning and conservancy without having PF and ESIC registration? I will hire the labor for the said work if I get the work order. Should I pay service tax for it? Please reply.
