As you delve into the genesis of the evolution of the HRD function, various overlaps can be seen among all three areas - IR, Pers, HRD, and also admin; it is inevitable. Hence, you will see a lot of companies combining all or at least Pers and HRD. The point to emphasize is that there is an HRD focus in all activities, and by assigning them to another category, importance cannot be relegated. For example, recruitment is evolving from a pure admin/pers function towards HRD by incorporating concepts of competency mapping, behavioral interviews, brain mapping, etc. However, certain basic aspects of recruitment like job posting, resume searching and shortlisting, scheduling, etc., remain purely administrative activities.

Dear Sir,
Your words are really true. Nowadays, recruitment and selection are shifting to HRD from Personnel. However, what I have found is that HR structures seem to be contradictory. Recruitment is one point of contradiction.
