The appointment order of our organization states that employees have all India service liability. One employee (a technician) was required to be transferred from Panipat to Bhilwara where there is a requirement for his services. He pleads that he should not be transferred because his wife is working in Panipat itself and she cannot get a transfer. Additionally, he has two school-going children. However, his transfer cannot be dispensed with.

It has to be decided on compassionate grounds. If he is required there urgently, you can consider deputing him for a short period and he can be sent again if required, so that he may not feel dislocated from his family.
