If your company wants to engage the contract labor, you should get the certificate from the Local Labor Officer. You need to provide FORM-5 to the subcontractor who is going to undertake the work for your organization. Based on that, only he will get registration and supply the manpower. Before that, you need to verify with the contractor whether he has registered for PF, ESI, PTax, and other acts. If not, you need to ensure that he gets registration for the statutes.
Otherwise, the entire responsibility falls on the Principal Employer. If he is not paying the contributions to the government.
