As per factory act Inward & Outward Register is mandatory or not ?

Though there is no such register as per Factories Act/ Rules, such registers who control the entry and exit of people are mandatory as part of safety. If you mean to say Movement Register or register of persons entering the premises and moving out of the premises, then it is always good to have it. The register of employees/ attendance register will give you an idea of who all are employed on a particular day. but it will not give any information of visitors, vendors and others who have come to the factory for transacting some matters. In case of fire or any other mishap, we should have a record of who all have reported to the assembly point and who all are trapped inside the factory, right?

If by Inward and Outward register you mean movement of materials and assets, then it is also necessary since it will show the exactly what all have come to the factory and what all have moved out of the factory. Along with such a register a register to record items sent for repairs and returnable items will also be kept. These are required for auditing of stock and assets of the company.
