Is It Legal for HR to Withhold Relieving or Experience Letters from Employees?

Please advise that the HR department holdback and using trump card for issuing Relieving letter or Experience Letter to employees- Is that legally valid?

Hi, If the employee getting relieved properly then HR don’t have any right to hold back Relieving / experience letter.
