Dear Friends, the Department of Labour, Central Government of India, has released draft rules for 2020, notifying OSH working conditions and inviting suggestions and objections from employers, trade unions, industry associations, etc. I am enclosing a draft notification for your information.

Draft Rules for Code on Wages, OSH & Working Conditions, and Code on Social Security

The Ministry of Labour Department, Central, has to frame drafts for the Code on Wages, OSH & Working Conditions, and Code on Social Security. These drafts need to be published for public review, inviting suggestions and objections. So far, the finalized draft rules for the Industrial Relations Code, Social Security, and OSH Code, 2020, have been notified to the public for their suggestions and objections.

Suggestions for License Certificate Processes

My request to all members of this group, especially HR professionals, is to raise suggestions regarding the grant of license certificates/renewals/amendments under any Act. This process should be auto-generated by the computer upon furnishing the required information and should not be under the control of any authority. These services should be accessible to employers 24/7. Currently, in a few states, to obtain a license certificate/renewal/amendment, HR must submit an application to the concerned authority online or offline. HR has to fulfill formalities or meet monetary/non-monetary expectations before obtaining the licenses.

Call for Solidarity Among HR Professionals

To run organizations, all employers must obtain necessary license/renewal certificates. Therefore, this is a common suggestion that all HR professionals should stand in solidarity to present to the Ministry of Labour for consideration.

Advocating for Automated License Processes

In this digital generation, we HR professionals should voice our demand to the Government for "No Human Intervention" in granting license certificates/renewals/amendments. These should be computer auto-generated certificates. The Government should eliminate the need to visit government offices for any kind of license certificate renewals/amendments. This would increase confidence and trust among entrepreneurs, encouraging them to invest and ease doing business in India.
