Hello BUDU999,
I would like to suggest you -
1. Initially, you can start some team building activity - games on last Saturday of the month OR it could be any day when all the field executives and the staff would be available in office. The program could be hardly 1.5 to 2 hrs. with some snacks party at the end so that it does not hamper daily work.
2. Celebrate monthly or quarterly birthdays of the staff. Order cake and snacks and celebrate birthdays along with the games.
3. As you mentioned, staff has to face lot of challenges, initiate lunch meetings with them department wise or on one to one basis to talk to them and encourage them / mentor them.
Since you are new, it is important to establish a rapport with them. Do search on this site, you will get lot of ideas on Employee engagement.

3.screening the suitable candidates as per our mentioned requirement
4.make telephonic call and judge the confidence level and attitude
5.make always three round interviews
6always keep interview evaluation sheet
7.form interview commity selection
For building positive attitude HR role should be as developer and for that HR should make aware and try to shift people from confusion to clarity
