Hi,
Yes i do agree to you that Just having a qualification is not enough; one has to apply what was learnt .
But as far as Bog Cleaner (A person cleaning toilets) can reflect on the importance of his/her job to the organization's success is possible only the way , if he/she cleans the toilet, stain free, fully sanitized etc. So if they are doing there duty properly which shows that they are using there cleaning skills very well, which indirectly reflects on the organizations growth. Its reduces the attrition rate of the company because nowadays getting a hygienic washrooms are very essential & as i have personally faced washroom issue, so i very much consider washroom issue for leaving the job & it is a biggest concern especially in the case of female employees.

So what i have understood out of your question will shared my views accordingly.
Hope it make some sense in regards to your question.

Sorry for the delayed response. You are partly right. In fact, if the toilets are dirty, the organization could lose an important client/customer for ever. Here is an example from my experience. An organization was having visitors from a foreign firm. They had come to inspect the facility available for some testing of their product. They had to pass a toilet/washroom on their way to see the Head of the Department. Due to some industrial relations problem, the toilets had not been cleaned and they were stinking. The company did not get the contract. Could it be that the visitors thought that if the organization could not keep the washroom clean, could they be relied upon to maintain the test equipment calibrated??
