I may give you some guidelines not framed in policy that you may have to discuss with a good HR overseas consultant or company. These are general practices followed:
1. H1B application and processing may be charged to the candidate and later redeemable as per the assignment starting successfully.
2. Air travel, of course, the company has to bear, and initial lodging expenses for at least one week.
3. Local taxi/car/train travel expenses for the same period or as applicable.
4. Travel insurance policy.
5. In the US, pay breaks are not detailed, so it should be as per the agreed terms and local labor law. An insurance policy as agreed terms and a club membership.
6. A code of conduct for behavior and attitude, assignment length can assure and protect the same.
