It depends on which direction you want to move into.
If you want to progress your career into the recruitment line, it definitely helps/counts. If you want to move into Core HR, it may not.

As per my understanding, I feel you are asking if the consultancy experience is counted as HR role. Yes difinitely it is. Infact, consultancy work experience is all about recruitment and business development which is one of the various facets of an HR and HR consultancies offer a good opportunity for a novice to practice HR role. At the same time, we should understand, most companies seek people with HR experience from other companies and not consultancies. This is because the work we do in a consultancy is limited to staffing. But again, it all depends of what kind of consultancy you are working with and what criteria do the companies (where you seek opportunities) have in mind to recruit an HR person.

Hi Shafi.
Don't worry your experience does matter if u want to go with the recruitment process. Make sure that you will be involving in direct recruitment procedure,then only it will add advantage to your profile. It involve direct interaction with the candidates, taking interviews , client relationship , salary negotiation n all...Now a days many companies even MNCs are there where they have the profile related to Recruitment only.
Further if you u want to go in Core HR or HR generalist profile then you have to move in little upward different direction.Practically For HR core profile you have struggle little bit.
No job is good or bad its u to decide which carrier options u want to opt.
So option is yours.
