Appointment of Welfare Officers Under the Factories Act, 1948
Welfare Officers are appointed by different units/factories statutorily under the provision of the Factories Act, 1948, and non-statutorily by the employers themselves. You must be aware that under the Factories Act, a Welfare Officer is appointed when 500 or more workers are employed. In my opinion, State Governments have framed their own recruitment rules, just as the States of Punjab and Haryana have The Punjab Welfare Officers Recruitment & Conditions of Service Rules, 1952, which provide conditions of service, duties of Welfare Officer, etc. Therefore, you may approach the State Labour Department for this purpose.
