so simple
when you can not change the company .you can go to new company.leaving all problem to owner of company .i think you can never change the behavior habitual workers they will not listen to you as they know ,you will break your head .learn to extract more work in less time from them .that is the key to make company moving .

if it is ad-agency people works in late-night also right.
according to my view; than time period, assign them work per day/project. if work flow heavy, they want to come early r want to complete early.n give them bonus/representation who complete the work fast than stipulated time. automatically u r work will complete with in time. they will get satisfaction for what they r getting. and if they want leave also allow them but tell them to complete tomorrow work today .
but we have to manage v.careful, and don't give leniency and heavy punishment bcoz they are imp. and asset of the company.

If there has been no HR department then gain acceptance first. After gaining acceptance you will not find it difficult to frame rules.
Moreover Ad agencies are known for employees working late, then why do you want to impose time on them. Just give them guide lines eg.
1. The minimum working hours is ----
2. MAximum break time is ---- minutes
3. Missing a presentation will cost you ----
and so on----
Concentrate on the productivity rather than rules which they do not want to be bound with. Remember they are adults and not school going kids. Motivation comes from within you cannot impose the same. All the best....
HR should be formed to facilitate employees not to impose rules and regulations on them

Hello Deepa,
I was bad (and still am, to a certain extent) in time management and I used to show up at work late almost everyday. This used to continue inspite of memos and salary cuts. I found that this was a problem that was more than just 'bad time management' and I really needed to discipline myself to get to work on time.
But I'm curious to know why is there no proper time-based work in place?
At our company, we have an option of flexi-time work hours for certain employees who work late due to project urgency or other constraints...
