Please help me that we need to give the letter/cover letter to the labour department explaining the need for the employee and the letter should also state whether there were Belonger applicants.

The grievances submitted with the labour department should be in the prescribed form signed either by the person concerned or the representatives of a group of persons. The applicable format will depend upon the issue raised and the law under which belongs to. Accordingly, a dispute regarding employment and non employment shall be as per the forms under Industrial Disputes Rules, a dispute regarding payment or non payment of wages shall be in the from as prescribed under Payment of Wages Act and Rules or a dispute regarding non payment of gratuity or calculation of gratuity shall be as per the forms prescribed under Payment of Gratuity Act and Rules. No separate covering letter shall be required for that but the format itself would be sufficient.
