Dear, Sapna
As you mentions
most employees are very old, They better known the environment of company ,Make some policies and discuss with them about policies .And see definitely you got very good support from them.
I also used so.
Like leave policy,Late coming....etc...

Dear Sapna, Go through the standing orders if your company have; else read the model standing orders then you will get a clear idea on what to form and other.

Dear Sapna,

First of all have a meeting with all HODs & line supervisors, find out what they are expecting from you. Also have an interaction with majority of the employees and find out what they also expecing.

As you mentioned that they are there since long time then it will be difficult for accepting sudden change because change is painful hence the change should be like a "sugar coated pill". Example is - to arrest the late coming you can work on attendance bonus concept ie., who are on time and availing less leaves they are eligible for x amount and at the same time who are of habitual late coming they will be warned and after 2, 3 occassions you can go for disciplinery actions.

The right time for implementing any rules and regulations are the time of annual increments. beacause on one hand you are giving some thing and trying to bring change.

For doing all these things the important point is that your acceptance levels for that the people should believe that " HR is the shoulder to cry" and this is not easy.

Regards - kamesh
