- Your anticipated requirements
- Internal supply because you should always ensure your existing employees feel satisfied, secure, and a part of the organization.
- Technological changes and environmental changes must be considered.
- Consider the organization's strategy; if it is thinking of expanding, it will require more manpower; otherwise, less.

The major issue is how to retain employees in the organization because you can't offer higher bonuses in this situation, and they may find good opportunities elsewhere. So, when you are doing manpower planning, consider how to retain them. The best approach is to always show that this is their company rather than just an employer.

To implement manpower planning, it should be "bottom-up" where all members of the department formulate a report about their requirements.
