The best option would always be to join a corporate organization in the HR department. However, in case you receive a really good assignment in HRD from consultants, that would provide you with a much higher level of exposure than a job with corporates.
But remember, HRD consultants work in fields such as 'Change Management' and 'Training.' You may not get as much exposure if you join a 'Placement Consultant.'
So, my suggestion would be:
First Choice: Corporate
Second Choice: HRD consultants
Avoid: Placement Consultants
