Need help in making policy for Engineering Company with 20-25 employees

Dear All, Please help me prepare the HR Policy of an Engineering Company I have just joined. The company is in Okhla. Excluding me, there are 20-25 employees in the company right now, and the company wants to expand. Also, help me design the leave structure for our company.
I am in great need of your sincere help. Kindly help me out!!!!!!
