Hi. If a company (headquartered in UP) provides two weekly offs (Saturday and Sunday), are they required to give all leaves (40) as per the UP Shop and Establishment Act, or can we consider one weekly off (i.e., Saturday) as leave for an employee?

If the Act provides for 40 leaves in a year, you are bound to give 40 leaves irrespective of the number of days you work in a week. It is up to you whether to work for 48 hours or 40 hours. If your employees work for more than 40 hours, obviously, they are entitled to overtime wages for the hours which exceed 40 hours.
