An employee has obtained his first job and was not a member of PF previously. He is currently drawing a gross salary of ₹16,000/- and has requested his employer not to deduct PF by submitting Form 11. Is this acceptable? Please clarify.

Yes, you can accept his request because there is no compulsion to deduct the contribution for those who earn more than 15K as per the EPFO Act. Please ensure the salary is consolidated pay and not bifurcated into various heads.
