I am not aware whether achievements taken note of are capable of sustaining for a longer run or for the moment. The measure of reciprocal recognition and complimenting with a surprise would depend on the budget/affordability, cascading or recurring effect involved, if any. Think of gifting a car or a flat, or publishing congratulatory messages/display on a signboard/publicity in a newspaper, etc. Do some charity work in his name.
