Can we defer his joining despite mentioning April 1 as his joining date? Can we recruit a candidate in the situation of a total lockdown by our government? How right/wrong/ethical will that be? Please guide me as an HR professional on what I must do.

You have not provided sufficient information about your company. Does it fall under "essential services"? Has your company obtained permission from the police authorities to continue operations? How are the employees of your company working? What is the nature of their work? Does the work differentiate between the office and home, or is there no difference at all?
There are a few companies that do not work from home. However, considering their operations in the urban area and most of them having laptops at home, some activities are ongoing just to keep them engaged. Is something similar happening in your company?
Unless you provide complete information, we, the members of this forum, who are outsiders, cannot give our comments. Nevertheless, if you make the employees join on 1st April, you will have to pay the salary. In contrast, if you could wait until 15th April, then you can save the salary for the half-month. Now, what to do, you know best!
