We are a manpower sourcing company, and recently, we have obtained a work order to provide 60 workmen to a renowned bank in Bihar. Under the said work order, we have a total of 30 sites in different districts of Bihar, with around 5 employees at each site.
Now, my questions are:
1. Should we have to obtain a license under the Contract Labour Act (considering the site-wise manpower is below 20, but the total is above 20)? If yes,
2. Should we obtain a single license for 60 employees? Or,
3. Should we obtain multiple licenses site-wise/district-wise?
Your kind suggestions in this regard would be greatly appreciated.

The Principal Employer's Establishment Premises/Site where CL are to be engaged by the Contractor is the Determinant/deciding Factor. That is why the Principal Employer issues a Certificate to the Contractor for applying for and Obtaining Enrollment/Permission.
