Please help me, as I am confused between the Maharashtra Govt. Labour Department and the Central Labour Department. Who is the appropriate governing body to handle the employee issues while working at ICICI Bank on a contract basis?

If you are representing the Principal Employer (ICICI Bank), then in your case, you have to approach the Asst. Labour Commissioner (Central) office situated at Sion. If you are working on a contract basis with the Bank, then also you have to take up your grievance with the authority as mentioned above.

The Central Government is the appropriate government for ICICI Bank and its contract laborers if the issue arises at ICICI Bank under the ID Act, CL (R & A) Act, and PB Act. Only under the MW Act is the state government the appropriate government for contract laborers. However, in practice, all cases related to contract laborers of all banks, except co-op banks, are handled by the Labor Department of the Central Government. This is because the rate of wages of the Central Government is higher than that of the state government. Workers, unions, and management are comfortable with the Central Government despite the fact that the state government is the appropriate government under the MW Act only.
