Dear Jinsy,
Both ESI and EPF are not optional. As an employer, you have to exercise your wisdom and provide coverage to all employees whose gross salary is Rs 21,000 and below per month under the purview of the ESI Act. Please go through the ESI Act and Scheme to understand the benefits provided therein. Accordingly, you can explain to the employees.
