My organization is giving 3 optional holidays out of 15 that employees have to choose from the list. If one employee is on a notice period, can he/she take an optional holiday from his/her 3 optional holidays as he/she has not taken a single optional holiday from his/her account?

If you mean holidays, the gazetted holidays, yes. In fact, national holidays need not be applied as on those days, offices/factories are declared closed by the government. And in case they open, then you are entitled to salary at double rates and one leave also.
If you mean holidays as leave, then the same will be as per your company's leave policy. Leaves are subject matters of application and approvals.

Thank you for reaching out. Can an HR or an immediate superior have the right not to grant leave if the leave applied for by the employee is not deemed necessary? An Optional Holiday is considered if the employee is taking a particular Festival day that is declared, for example: Vijay Dashami, Muharrum, Divali. The Head of Department (HOD) can grant Optional Holidays from any declared Festival Holiday depending on the exigencies of work and the employee's eligibility as per the Company's Holiday Policy.

May be on notice period, while in service, an employee has the option to avail optional holidays, if otherwise not restricted formally by any order or provision in the CSO.
