Is the new Maternity benefit Act implemented in IT companies after passing the bill and revising the Maternity Leaves to 26 weeks?

Yes, it has been passed. However, it will still take time for the implementation stage as the following procedures have to be completed. Once a bill is passed, it needs to receive the President's assent, followed by the release of a gazette notification. Until the gazette notification is issued, the newly proposed amendment rules will not be in force.
