However, employees did not fill out the forms even after being informed multiple times. When asked about the reason for not signing, they provide various answers. Now, they perceive me as very rude. I am finding it challenging to handle these tasks as I work in the animation industry, where people are very casual.

I understand your issue. I would suggest sitting with them one-on-one or jointly and helping them understand that implementing some systems is better for the organization, and it should not be taken personally. Instead of repeatedly briefing, issue a Circular. Take your boss into confidence and brief him about this development.
