You should have a salary limit less than 18k to raise a complaint with Labour officers under the Payment of Wages Act. If your pay is more than 18k, you should approach the labour court.
A normal complaint letter with the document proofs is enough to raise the dispute with labour officers. If the action is delayed, raise the RTI to let them know the status of your complaint. It will speed up the action.
