Firstly, there are so many practical and useful pieces of advice you will come across. But what I don't understand is how can one suggest an answer unless we know what your requirements are?

Assuming that the requirements are listed clearly by you, how do you think you can measure whether something fits into your requirements or not? That means you must know the metrics, i.e., measures/criteria/indices, etc., by which you can determine whether the resumes you are attracting or receiving are up to the mark or not. Therefore, devising these metrics is important.

Search firm agencies provide online resume scanning using "keywords" to detect suitable resumes. Since that would be way beyond your time, it is suggested to outsource this activity to agencies. Otherwise, you have to very precisely draft your requirements, including the USPs you demand, and advertise attractively in the proper media. Despite all this, getting the right type of candidate is always a gamble, but errors can be reduced. By the way, are you into recruitment?
