Standing Order Provisions and Contract Labor
Why are standing order provisions not applicable to contract labor? Is there any apex court case law regarding the same? Can it be made applicable to contract labor? What are the legal implications if it is made applicable to contract labor?

The provisions of Standing Orders are not applicable to contract laborers. According to Section 2(i) of the IE(SO) Act, workmen have the same meaning as given in Section 2(s) of the ID Act, which does not include contract laborers. Also, the schedule to the IE(SO) Act, in the matters to be provided in SO under the Act, does not include contract labor in the classification of workmen.
