The HR Head should be knowledgeable and smart enough to counsel the concerned individual(s), highlighting the evils associated with the act and the repercussions, including the recurrent social stigma attached to the abuser's family if found guilty and convicted. The essence of the "Sexual Harassment of Women at Workplace (Prevention, Prohibition & Redressal) Act, 2013" is available on the website, which can be shared with employees in general, and the repercussions can be discussed briefly.
Identify the wrongdoers, refer them to the Grievance Committee, counsel them, and if they persist in negative behavior, issue a show cause notice, invoke suspension, and ultimately, if no other option is available, terminate their employment. A person who engages in such acts is a pervert, requiring individual counseling. They may or may not respond positively, but if they continue such behavior, termination is warranted. The HR department in your organization needs to be proactive in identifying and removing such negative elements to maintain the organization's sanity and productivity.
