Policy Drafting for Post-Holiday Attendance Issues

I am working in a manufacturing unit as an HR professional. The common problem we are facing is that whenever there is a public holiday or festival, our supporting staff do not turn up the following day. Recently, we declared a 3-day holiday for a festival, but the support staff didn't report to the office even after the 5th day, despite prior intimation. My MD has requested me to formulate a policy to prevent future instances of indiscipline. I kindly seek the seniors' support in drafting this policy.
